Many people condemn fishing for bedding bass. They say it hurts the bass population in several ways. In many northern states there is a bass season that does not open until after the bass bed. But in the south, there is no season and it is legal to fish for bedding bass. And every indication says catching bass off the beds does not hurt the bass population.
