As the air turns cold, they trickle into the state, particularly along the Susquehanna, Delaware and Ohio rivers. Then they branch out to everything from unfrozen lakes and agricultural fields to parking lots and landfills. Most people call them seagulls. But don’t, because, according to the Pennsylvania Game Commission, they are not.
