A hot, new fishing lure that started in Costa Rica has created a real buzz among fishermen. It has out-fished shrimp bait in Washington state and beat top-selling U.S. lures three-to-one in Florida. The lure’s technology is so effective that one state, Wyoming, has banned it. Canada may follow.
